Letter to MEMD: Safeguard Community Rights Ahead of Oil Exploration in Teso and Karamoja

15 September 2026.

LPI letter to the Minister of Energy and Mineral Development, Dr. Monica Musenero Masafu, following the Pearl Sweet naming ceremony and the announcement that exploration will extend into the Kadam, Moroto, Lake Kyoga and Hoima basins.

The letter asks the ministry, before the third licensing round, to disclose survey findings, run independently monitored consultations in Teso and Karamoja, include women in decision-making, commission public ESIAs, and put in place a compensation and grievance framework suited to communal and customary land. Copies went to the Permanent Secretary MEMD, UNOC, Parliament’s Natural Resources Committee, NEMA and the Uganda Land Commission. The letter was received by MEMD, UNOC and NEMA on 15 September 2026.
